REALLY BAD TO THE MAN.
SMOOTHLY - AND BY THEN I HAD SHUT OFF MY TELEVISION WHICH WAS IMPOSSIBLE TO
HEAR, BUT THE FEELINGS I WAS
HAVING IN MY BRAIN FROM HIS SPEED BOAT MOTOR WAS SO DANGEROUS, I HAD TO FORCE
MYSELF TO CALM DOWN AND
REALIZE THAT HE DIDN'T HAVE ANY IDEA OF THE EFFECT THE NOISE WAS HAVING ON
ME.

WHERE THE GOVERNMENT DEEMS
IT NECESSARY TO CONTROL PEOPLE - AND IT IS A WEAPON OF TERRORISM.
In
an otherwise quaint community just outside of Washington D.C., noise
emanating from an unmarked three-story office building is driving the
residents of Vienna, Virginia to distraction. For almost two years the
building has been subjecting the Vienna community to a loud,
high-pitched noise caused by 23 industrial rooftop air-conditioning
units, which residents compare to the sound of a helicopter hovering a
block away, 24 hours a day, seven days a week.
It just doesn’t stop.
The building’s only tenant is the FBI’s Terrorist Screening Center.
Here agents gather sensitive national security data like no-fly lists.
The building houses tons of high tech computing instruments, and to
protect the equipment it needs to be kept cool, 24/7.
The noise is coming from 23 “dry cooler” air-conditioning units that
run non-stop on the building’s roof. Each unit has 10 high velocity fans
– that means 230 high-velocity fans are filling the community with their
high velocity fan noise morning, noon and night. The noise is not so
loud that it interferes with conversation, but it is loud enough and
annoying enough to have locals at their wits’ end. After two years,
promises to fix the noise problem have gone unfulfilled, meaning
residents’ vulnerability to noise-related health problems has gone
unresolved.
One neighbor, Jeff Lewis, told a Washington Post reporter that the
“hellish unending noise” is a constant outside his home’s windows.
Another neighbor, Ken Foley, says the noise penetrates his home’s double
pane windows. Even his air conditioning unit turned up full blast
doesn’t drown out the sound. Foley has been asking for help with the
noise problem since August, 2010.
Before the FBI moved in, the building on Follin Lane was occupied by
the CIA. They were quiet, according to the neighbors. The CIA moved out
of the 200,000 square foot building years ago and the building was
bought by a Bethseda-based company called Goldstar Group and
Chicago-based Transwestern Commercial Services $25 million in 2005. When
Goldstar took possession of the building and its 18-acre adjacent
property, it told Vienna it would be a good neighbor.
Vienna says they have been anything but a
good neighbor.
Although the noise problem didn’t start until 2010, it was in 2007
that the FBI decided to move its Terrorist Screening Center to the
property and call it Liberty Park. And here is where it gets really
crazy.
The building was gutted and rebuilt prior to the FBI taking occupancy
in the fall of 2010. In August of 2010, those 23 air conditioning units
were installed on the roof and the noise was immediate and alarming when
they were first fired up. Local residents immediately began complaining
to town officials, and the Vienna planning and zoning director issued a
“modified stop work order” on the building – they were ordered to stop
working between 8 p.m. and 7 a.m. Nights when the noise continued after
8 p.m., police would be called to the site, and only then would the air
conditioning units be shut down for the night.
At first Vienna officials denied the FBI an occupancy permit because
of the air conditioners’ noise, but Goldstar, the FBI and the General
Services Administration (GSA) – the federal agency that helps manage and
support the basic functioning of federal agencies – promised the town
that if the FBI could have the occupancy permit and move in, these three
offices would work diligently to correct the noise problem. Town leaders
believed what they were told – I mean, it is the
FBI we’re talking about here, what could go wrong? So, the occupancy
permit was issued in November 2010.
Since air conditioning isn’t a necessity in the D.C. come November,
the noise had thinned. But by spring 2011 those 23 air conditioning
units were fired up again and the noise pervaded the community night and
day. Adding insult to injury, once Goldstar had their occupancy license
in hand, the 8 p.m. – 7 a.m. stop work order was nothing but a distant
memory. Pleas to Goldstar, the GSA and the FBI to make it stop did not
make it stop. It still hasn’t stopped.
In November 2011, Goldstar promised Vienna that a noise absorbing
solution would be installed around the roof units. Of course, by then
another winter was rolling in and the units were shut down. Spring 2012
turned into a repeat of spring 2011, with more stalling from the
building’s owner, more decibel testing by Vienna officials, and more
outrage pouring from Vienna’s beleaguered citizens.
One thing that should be addressed in all of this is the long-term
health effects this non-stop noise could be having on area residents.
Studies prove that exposure to noise above 65 decibels for more than
eight hours daily increase the risk of permanent hearing loss, high
blood pressure, heart attacks and strokes. But scientists are quick to
point out that the decibel levels can be significantly lower than 65 and
still have a harmful effect when people are exposed day in and day out
with no relief. Many of Vienna’s residents are also suffering from
noise-induced sleep deprivation as a result of the building’s din, which
exacerbates existing health problems and creates new ones.
Children exposed to noise pollution have trouble concentrating and
their school performance suffers. Children, the elderly, and people
battling illness are the most vulnerable to noise-related health
problems, but no one is immune. One resident says that the noise
resembled a propeller plane taking off in his direction. After two years
of that imagery, the psychological impact, combined with the fact that
it’s loud enough to keep everyone’s stress level high (the
fight-or-flight reflex is not meant to be turned on all the time) has
the community in an uproar.
Goldstar, at this point, is shuffling papers and issuing statements
that basically claim that the building’s operations do not violate any
ordinances of the Town of Vienna. However, Goldstar claims that, in
collaboration with GSA, it wants to address the noise concerns and “be a
good neighbor.’”
Needless to say, after giving the community its word two years ago in
exchange for an occupancy permit and then never making good on its word,
Goldstar should have no reason to expect the Vienna community to
believe, well, one word its company officials say.
Plus, Goldstar is committing only to reducing the noise to “legal
levels” – which in Vienna were defined back in 1950, using outdated
decibel and frequency measurement criteria.
Air conditioning units like these didn’t even exist when Vienna’s
noise ordinance was written, and the effects of noise pollution on human
health were not known back then either.
As town officials and residents mull over their next course of
action, it’s a tough road any way you look at it. The town absolutely
can’t face another summer of noise, and all options are on the table at
this point – including a legal injunction.
So despite all the broken promises and the growing resentment of the
community, what has kept Vienna residents from taking drastic action
even after two years have passed and they still have received no relief
from the noise?
Vienna residents are proud to have the Terrorist Screening Center in
their community. After all, who wants to sue the Terrorist Screening
Center?

considering relocating here? (Not to mention the daily torture,
health, & dangerous driving distractions criminally inflicted on

(Note this press release is from 2004!!..Why is HOUSTON, in
particular so stubbornly negligent & apathetic about cracking
down on CITIZEN-CAUSED Audio Abuse/Acoustic Terrorism? Are

And BTW, just think about all the potential REVENUE the city
could be bringing in daily if HPD got serious about citing
Boomhead Noise Offenders on our roads, commercial shopping
strips, car washes, apt. complexes, and residential areas, esp
after 5pm as the "Boomhead Thug-Thumpers" get off work and
release their tensions, upon the rest of us and acoustically
RAPING us against our will .
I ask you: Why should ACOUSTIC rape/Infliction of Unwanted
Bodily penetration and torture be any less a crime than literal
physical rape?
Do they not equally VIOLATE the victim's rights, potentially
endanger their health, respect, and right NOT to be so
personally -INVADED? Is it NOT just another form of Gangsta-type
BULLYING? So why the heck is it TOLERATED by those who have the
MEANS AND AUTHORITY to STOP it?
Why NO coordinated city-wide effort to combat and eradicate
this, Why NO LEADERSHIP from the TOP-down?
Think of how grateful all those VICTIMS will be to finally see
City Govt. & HPD do what they SHOULD have done YEARS ago, and
even the CURRENT Noise Ordinance, SEC 30, ALREADY empowers them
to do,. NOT doing so appears to be their CHOICE..and what does
THAT reveal?
What is it going to take to MOTIVATE y'all to finally take this
issue seriously on a city-wide, official, pro-active basis?
(and no, some laconically terse, bureaucratically-worded
response will ever constitute any satisfactory answer)
I've provided you with more than enough educational resource
material by now, several times over, to DO something concrete.
And then you may yet wonder why Houston, for all its
technological-economic assets, is STILL regarded as
"Horse-Town", USA when it comes to issues like its tolerance of
widespread Noise Pollution in such a major metropolitan American
city in this day and age. Relegating it to a mere "Quality of
life" issue belittles the severity of the problem, how it is
perceived, and de-prioritizes it in the eyes of city officials
and law-enforcement.
Decades of negligence and enablement of abuse have brought it
WAY BEYOND this.
It has become a Life-Survival issue, literally, for too many us
that we are forced to deal with daily, even in the sanctity of
our very homes.
This should not, and doesn't HAVE to be the case, unless we (ALL
of us) LET it be.

Madison: Houston, Texas has won this month's "Noisy Dozen"
award from Noise Free America for tolerating constant audio
assault from boom cars. Given the level of noise pollution
in our nation's fourth-largest city, one might guess that
ear-crushing subwoofers are given out with every driver's
license in Harris County. In Houston, traveling any distance
over a few miles virtually guarantees being shaken to your inner
core by boom speakers.
Jan Johnston, a Houston resident, commented that "Houston has a
lot to be proud of. Space City, USA boasts of world-class
medical facilities, a thriving art scene, a growing theater
district, internationally recognized academic and research
facilities, and enough restaurants to satisfy any appetite."
"However," Johnston continued, "Houston is also recognized for
its poor air quality, traffic gridlock, and noise pollution. The
air and traffic can be avoided by staying indoors.
Unfortunately, the noise is unavoidable. Even residents of River
Oaks and Memorial--two of Houston's most exclusive
neighborhoods--are not immune from the audio assaults. People
sitting in half-million dollar homes are subjected to violent
speaker attacks. Booming speakers can be heard in Houston's
classrooms, hospital rooms, restaurants, and churches. There is
seemingly no place that these speakers can't reach."
Ted Rueter, Noise Free America's director, stated that
"Houston officials do not seem to understand that noise is a
serious quality of life problem. Noise is linked to criminality
and chaos. The United States Department of Justice encourages
local police departments to crack down on this growing menace to
peace, quiet, and order. Boom car boys have violent, aggressive,
hostile attitudes toward society. Houstonians should insist that
the police department take back the streets from violent boom
car thugs."
Jan Johnston noted that "city officials literally stand by
while obnoxious drivers defy Houston's noise ordinance. It is
commonplace to see a police officer stopped at a light while an
adjacent car blares ear-splitting bass. The lack of enforcement
leaves the speaker-terrorists feeling immune, and the problem
seems to be growing exponentially. Given the rapid increase
in boom car boys, the decline of Texas civilization is imminent,
and world domination by acoustic terrorists may be just around
the corner."
Johnston concluded, "Although my complaints will almost
certainly fall on deaf ears, I will not suffer in silence--as
that's not possible in Houston."

INFRASOUND
Infrasound, sometimes referred to as low-frequency sound, is
sound that is lower in frequency than 20 Hz (Hertz)
or cycles per second, the "normal" limit of human hearing. Hearing
becomes gradually less sensitive as frequency decreases, so for humans
to perceive infrasound, the
sound pressure must be sufficiently high. The ear is the primary
organ for sensing infrasound, but at higher intensities it is possible
to feel infrasound vibrations in various parts of the body.
The study of such sound waves is referred to sometimes as
infrasonics, covering sounds beneath 20 Hz down to 0.001 Hz. This
frequency range is utilized for monitoring earthquakes, charting rock
and petroleum formations below the earth, and also in
ballistocardiography and seismocardiography to study the mechanics
of the heart. Infrasound is characterized by an ability to cover long
distances and get around obstacles with little
dissipation.
History and study
Infrasound was used by the
Allies of
World War I to locate
artillery.[1]
One of the pioneers in infrasonic research was French scientist,
Vladimir Gavreau, who was born in Russia as Vladimir Gavronsky.[2]
His interest in infrasonic waves first came about in his laboratory
during the 1960s, when he and his laboratory assistants experienced pain
in the
ear drums and shaking laboratory equipment, but no audible sound was
picked up on his microphones. He concluded it was infrasound caused by a
large fan and duct system and soon got to work preparing tests in the
laboratories. One of his experiments was an
infrasonic whistle, an oversized
organ pipe.[3][4][5]

A unique double bass reflex
loudspeaker enclosure design intended to efficiently
produce infrasonic frequencies ranging from 5 to 25 Hertz
which traditional
subwoofer designs are not readily capable of.
Infrasound sometimes results naturally from
severe weather,
surf,[6]
lee
waves,
avalanches, earthquakes,
volcanoes,
bolides,[7]
waterfalls,
calving of
icebergs,
aurorae,
meteors,
lightning and
upper-atmospheric lightning.[8]
Nonlinear
ocean wave interactions in ocean storms produce pervasive infrasound
vibrations around 0.2 Hz, known as
microbaroms.[9]
According to the Infrasonics Program at the
NOAA, infrasonic arrays can be used to locate avalanches in the
Rocky Mountains, and to detect
tornadoes
on the high plains several minutes before they touch down.[10]
Infrasound also can be generated by human-made processes such as
sonic booms and
explosions (both chemical and
nuclear), by machinery such as
diesel engines and older designs of down tower
wind turbines and by specially designed mechanical
transducers (industrial vibration tables) and large-scale
subwoofer loudspeakers
[11] such as
rotary woofers. The
Comprehensive Nuclear-Test-Ban Treaty Organization Preparatory
Commission uses infrasound as one of its monitoring technologies,
along with
seismic,
hydroacoustic, and
atmospheric radionuclide monitoring. The largest infrasound ever
recorded by the monitoring system was generated by the 2013
Chelyabinsk meteor.[12]
Whales,
elephants,[13]
hippopotamuses,[14]
rhinoceros,[15][16]
giraffes,[17]
okapi,[18]
and
alligators are known to use infrasound to communicate over
distances—up to hundreds of miles in
the case of whales. In particular, the
Sumatran Rhinoceros has been shown to produce sounds with
frequencies as low as 3 Hz which have similarities with the
song of the humpback whale.[16]
The
roar of the
tiger
contains infrasound of 18 Hz and lower,[19]
and the purr
of
felines is reported to cover a range of 20 to 50 Hz.[20][21][22]
It has also been suggested that migrating birds use naturally generated
infrasound, from sources such as
turbulent airflow over mountain ranges, as a
navigational aid.[23]
Elephants, in particular, produce infrasound waves that travel through
solid ground and are sensed by other herds using their feet, although
they may be separated by hundreds of kilometres.
Animal reactions to infrasound
Animals have been known to perceive the infrasonic waves going
through the earth by natural disasters and can use these as an early
warning. A recent example of this is the
2004 Indian Ocean earthquake and tsunami. Animals were reported
to flee the area hours before the actual tsunami hit the shores of
Asia.[24][25]
It is not known for sure if this is the exact reason, as some have
suggested that it may have been the influence of
electromagnetic waves, and not of infrasonic waves, that
prompted these animals to flee.[26]
Infrasound also may be used for long-distance communication in
African elephants.[27]
These calls range from 15–35 Hz and can be as loud as 117 dB,
allowing communication for many kilometres, with a possible maximum
range of around 10 km (6 mi).[28]
These calls may be used to coordinate the movement of herds and
allow male elephants to find mates.
Recent research by Jon Hagstrum of the US Geological Survey
suggests that
homing pigeons use low frequency infrasound to navigate.
[29]
Human reactions to infrasound
20 Hz is considered the normal low-frequency limit of human
hearing. When pure sine waves are reproduced under ideal conditions
and at very high volume, a human listener will be able to identify
tones as low as 12 Hz.[30]
Below 10 Hz it is possible to perceive the single cycles of the
sound, along with a sensation of pressure at the eardrums.
The dynamic range of the auditory system decreases with
decreasing frequency. This compression can be seen in the
equal-loudness-level contours, and it implies that a slight increase
in level can change the perceived loudness from barely audible, to
loud. Combined with the natural spread in
thresholds within a population, it may have the effect that a
very low-frequency sound which is inaudible to some people may be
loud to others.
One study has suggested that infrasound may cause feelings of awe
or fear in humans. It also was suggested that since it is not
consciously perceived, it may make people feel vaguely that odd or
supernatural events are taking place.[31]
Infrasonic 17 Hz tone experiment
On 31 May 2003, a group of UK researchers held a mass experiment
where they exposed some 700 people to music laced with soft 17 Hz
sine waves played at a level described as "near the edge of
hearing", produced by an extra-long-stroke subwoofer mounted
two-thirds of the way from the end of a seven-meter-long plastic
sewer pipe. The experimental concert (entitled Infrasonic)
took place in the
Purcell Room over the course of two performances, each
consisting of four musical pieces. Two of the pieces in each concert
had 17 Hz tones played underneath. In the second concert, the pieces
that were to carry a 17 Hz undertone were swapped so that test
results would not focus on any specific musical piece. The
participants were not told which pieces included the low-level 17 Hz
near-infrasonic tone. The presence of the tone resulted in a
significant number (22%) of respondents reporting anxiety,
uneasiness, extreme sorrow, nervous feelings of revulsion or fear,
chills down the spine, and feelings of pressure on the chest.[32][33]
In presenting the evidence to
British Association for the Advancement of Science, Professor
Richard Wiseman said, "These results suggest that low frequency
sound can cause people to have unusual experiences even though they
cannot consciously detect infrasound. Some scientists have suggested
that this level of sound may be present at some
allegedly haunted sites and so cause people to have
odd sensations that they attribute to a ghost—our findings
support these ideas."[31]
Suggested relationship to ghost sightings
Research by
Vic Tandy, a lecturer at
Coventry University, suggested that an infrasonic signal of
19 Hz might be responsible for
some ghost sightings. Tandy was working late one night alone in
a supposedly haunted laboratory at
Warwick, when he felt very anxious and could detect a grey blob
out of the corner of his eye. When Tandy turned to face the grey
blob, there was nothing.
The following day, Tandy was working on his
fencing
foil, with the handle held in a
vise. Although there was nothing touching it, the blade started
to vibrate wildly. Further investigation led Tandy to discover that
the extractor fan in the lab was emitting a frequency of 18.98 Hz,
very close to the
resonant frequency of the eye given as 18 Hz by NASA.[34]
This was why Tandy had seen a ghostly figure—it was an optical
illusion caused by his eyeballs resonating. The room was exactly
half a wavelength in length, and the desk was in the centre, thus
causing a
standing wave which caused the vibration of the foil.[35]
Tandy investigated this phenomenon further and wrote a paper
entitled The Ghost in the Machine.[36]
Tandy carried out a number of investigations at various sites
believed to be haunted, including the basement of the Tourist
Information Bureau next to
Coventry Cathedral[37][38]
and
Edinburgh Castle.[39][40]

Rising security concerns have led to a tough question: How
can you defend ports and harbors from stealthy,
explosives-bearing scuba divers without harming legitimate
divers and marine wildlife?
According to new research, the answer could lie in noise. The
study, presented Nov. 16 in Cancun, Mexico, at the second
Pan-American/Iberian Meeting on Acoustics, recommends a system
that would turn a hostile diver into the homing device for a
targeted blast of sound loud enough to cause disorientation
and dizziness.
The idea of using noise as a
weapon is not new. The military already uses acoustic
devices on land to disperse crowds and even incapacitate people.
And air guns used underwater can produce sounds loud enough to
interfere with breathing and cause dizziness. But such air guns
radiate sound in all directions, said study author Alexander
Sutin of the Stevens Institute of
Technology
in Hoboken, N.J. Used against a dangerous intruder, the diffuse
sound could also potentially stun friendly divers and
innocent animals.

Paralympic champion and accused murderer Oscar
Pistorius told a packed courtroom through a
statement today that he "had no intention" of
killing his girlfriend, the law student and
model Reeva Steenkamp, whom he shot to death on
Valentine's day—contradicting the accusations of
prosecutor Gerrie Nel, who at the same hearing
argued that Pistorius committed premeditated
murder: putting on his prosthetic limbs, walking
from the bedroom to the bathroom, and shooting
Steenkamp three times through the door.
After Nel spoke,
a prepared statement written by Pistorius was
read to the court:
"I heard a noise in my bathroom. ... I
felt a sense of terror. ... I believed that
someone had entered my house. ... I grabbed
my 9mm pistol," it said.
"As I did not have my prosthetic legs on
I felt extremely vulnerable. I had to
protect Reeva and myself. ... I had limited
mobility on my stumps," it said.
Pistorius' statement said that moments
after the shooting he "picked Reeva up as
I'd been told not to wait for the
paramedics. ... She died in my arms."
Though he kept his composure while the statement
was read, Pistorius broke down in tears as
Nel made the initial accusations:
Mr. Nel said Ms. Steenkamp, a model and
law graduate who had just made her debut in
a reality television show, had been in a
tiny room measuring less than 20 square feet
when the shots rang out. "She could not go
anywhere," he said. "It must have been
horrific."
"She locked the door for a purpose. We
will get to that purpose," he said. She was
struck by three of the four rounds, he said.

Mr. Nel, the prosecutor, however,
declared: "If I arm myself, walk a distance
and murder a person, that is premeditated,"
he said. "The door is closed. There is no
doubt. I walk seven meters and I kill." He
added "The motive is ‘I want to kill.'
That's it."
Premeditated murder carries a mandatory life
sentence. He didn't enter a formal plea today,
and the court was adjourned without a ruling on
bail.
Correction: an earlier
version of this post indicated that Pistorius
had read his statement himself. He did not.
Huh. What are the
chances a gun enthusiast accidentally shoots
his girlfriend? It almost seems like if
there is a gun in your home it's more likely
a loved one dies by a gun. But that can't be
right, guns protect people.

24:16-23 Believers may be driven into the uttermost
parts of the earth; but they are singing, not sighing.
Here is terror to sinners; the prophet laments the
miseries he saw breaking in like a torrent; and the
small number of believers. He foresees that sin would
abound. The meaning is plain, that evil pursues sinners.
Unsteady, uncertain are all these things. Worldly men
think to dwell in the earth as in a palace, as in a
castle; but it shall be removed like a cottage, like a
